I thank the Senator. I digress here to say. now that the Senator reminds me of it. that I am not contending. in the matter of the deportation of aliens. that the subject is not constitutionally In the hands of the Congress. I admit that the Congress has a right to exclude all aliens if it desires so to do. It may admit them on any conditions it prescribes. It may limit their residence here. and it may order them out of our country at any time if such a course does not interfere with a treaty or some other legal obligation under which the aliens entered the country.
