Mr. President. I desire very -briefly to discuss the provisions of order No. V. which provides for the transfer of the Immigration and Naturalization Service from the Department of Labor to the Department of Justice. I have no objection to the transfer. I can see that there is a possibility that the Department of Justice can more effectively handle problems involving aliens than can the Department of Labor. I do not think it is of utmost importance. but I do think it is of importance at this particular time that there be some recognition of the danger of this country simply going wild upon the question of aliens.
