Mr. President. this joint resolution involves the last Executive order of the President transferring the Immigration and Naturalization Service from the Department of Labor to the Department of Justice. I do not have the data before me. I am speaking from memory only. I have no objection to the transfer. but I cannot speak for other Members of the Senate. Inasmuch as there has been some controversy over the Presidents order. I suggest that the joint resolution remain in abeyance until the call of the calendar has been concluded. and then I should like to suggest the absence of a quorum. so that all Senators may be notified of the fact that the Executive order is under consideration.
