Mr. Chairman. I yield myself 10 minutes. When the President submitted Reorganization Plan No. V. which provides for the transfer of the Bureau of Immigration and Naturalization from the Department of Labor to the Department of Justice. he called attention to the existing law. which requires that 60 days must elapse before a reorganization order can go into effect. and suggested that the Congress provide that his plan go into effect immediately. That is the purpose of this joint resolution. The Secretary of Labor. Mme. Perkins. approves the transfer. going so far as to say it has been too long delayed.
