I do not know to what extent it is true. but I have been told that there are in this country many aliens. noncitizens of the United States. who have probably been driven out of their own countries. who have had means and have established factories. and are now operating industries in this country. employing large numbers of American citizens. as well as some. probably. who are not citizens. What. if anything. should be done with respect to such a situation as that? I mention that only to call attention to what seems to me to be the unwisdom of attempting to write a code for aliens on the floor of the Senate. without the consideration of a committee. and without going into all the ramifications of the subject.
