President. I have taken into consideration those aliens in the United States who have made application for American citizenship. A provision is made for them in the 10percent exception. for. according to my amendment. preference must be given to aliens who have heretofore made application for naturalization. In addition to that. in order that the American workingman may be assured of getting his part of the moneys to be expended for services. the amendment requires that 90 percent of all the money paid out by American employers to their employees must be paid to American citizens. and only 10 percent may be paid to aliens who are working in this country today. and are holding down jobs which now should be occupied by American citizens.
