I sympathize with a great deal of what the Senator has said on the subject. However. I wish to ask the Senator as to the propriety of offering his bill. which he has previously introduced. and which is now pending before .the Committee on Immigration. I believe. as an amendment to the pending bill. The pending bill. of course. deals with an entirely different subject. It deals with the conditions found by the La Follette committee in its investigation of civil liberties. and so forth. throughout the country. it seeks to correct some of the evils the committee discovered. We do not have the benefit of a committee report on the bill of the Senator from North Carolina.
