So far as those who come from across the Atlantic are concerned. there is such a requirement. but according to the information I have. when immigrants come from the Western Hemisphere that requirement is not necessary in all cases. I remind the Senator of the fact that when immigrants are permitted to come into the United States from countries in the Western Hemisphere there is no diffl culty whatsoever. The thing in which we should be vitally interested at the present time is the number of persons who are crossing the Canadian border or the Rio Grande. for. as the Senator knows if he has ever motored across from Canada into the United States or across from Mexico into the United States. it is not at all difficult to get by. That circumstance is largely attributable to the fact that we have not a sufficient number of men in the Department of Labor to guard well the borders. which should be well guarded now of all times in the history of our country.
