Our committee. however. that has charge of these matters would like to know who constitutes the smuggling ring and how it is operating. and we can find out if the Committee on Rules. that is dominating these questions. will give us an opportunity to make a study of this problem which has not been studied for 30 years. For the information of the House. I may say these socalled smuggling operations deal mostly with Chinese. Japanese. and such people whom we have excluded under our present immigration laws. I do not want to impugn the patriotic motives of the distinguished members of the important Rules Committee. I realize that all of them are outstanding Members of this House. whom I respect highly.
