I do not believe there is a problem confronting the American people today so great as the one about which I am now talking. We spend hours debating little bills. yet here we are confronted with the great problem of finding a place for these people to live and of providing them with jobs and thereby saving the waste of Federal funds. I maintain that building Federal migrant camps is not solving the problem at all. You provide a place for them to live temporarily but do you provide anything for them to do? They are there in such great numbers that there are 7 people for every job.
