This policy. in reality. transfers the job opportunities of American workers to the workers in foreign countries. Mr. Chairman. I trust the Members of this House will bear in mind that at the conclusion of the preseut wars in European and Asiatic countries most of those countries will be so impoverished that of a necessity the products of the fighting workers returned to their factories will be shipped into the American markets for whatever price such goods will bring. This is no idle dream. We know that in 1919. 1920. and 1921 there was a universal demand which resulted in the enactment of the FordneyMcCumber Tariff Act.
