Mr. President. before the Senator yields the floor. I suggest that there should be some modification of our present Immigration law. As the Senator knows. I am the ranking member of the Committee on Immigration. and I have given some attention to the immigration problem. and it is a problem. I rose to observe. however. that in periods of warand we are now in such a periodconsiderable hysteria develops and oftentimes injustice is done to very good people in our midst. We are aroused by statements that there is sabotage or that there is subversive activity when there is really no justification for the statement.
