He says: I am persuaded that our only effective aid must come not by war. economic or otherwise. but by persuasion through the offer ot creative. reconstructive cooperation. Such cooperative proposals. he says. can be determined only by consultation. but he does make some suggestions which I believe are worthy of the consideration of this body. First. should we give recognition to the fact that Japan has a place in the world and should we extend to the Japanese the same immigration laws which govern all other peoples who desire to come to America? Would not this be righting a wrong. or is there some other and more satisfactory answer to this issue of immigration? It pays to put the ointment of friendship and understanding on the wounds of nations the same as in the case of wounds we have inflicted on individuals. Second. should we negotiate a new commercial treaty based upon a reaffirmation of the principles of the Nine Power Treaty and modifying the terms of the treaty of 1911 as may be required by the circumstances which have developed in the last three decades?
