I believe it would be desirable to have a complete study made of national defense expenditures and policies for several years back. I want adequate defense. but I do not believe it is either necessary or desirable to indulge in or permit wanton extravagance. or the initiation of undesirable policies in the name of national defense. This is no time to encourage immigration. when millions of our own people are unemployed and on relief rolls. I will support a program of reasonable compensation for widows and orphans of veterans. to do less would be unworthy of a great Nation. I certainly believe we can keep out of the European war.
