President. I desire to explain to the Members of this body that this is an amendment designed to protect the people of the United States. The amendment I have just had read provides that any alien who is in this country at the present time. or who here-. after comes here by way of visa attached to his passport. is subject to expulsion if. while in the United States. he utters any words which may be construed as likely to change the foreign policy of this country. I believe the adoption of this amendment will be for the benefit of the people of this country during the present emergency. and particularly when the countries of Europe are at war. I ask for the adoption of the amendment. and ask for the yeas and nays on it.
