Mr. Speaker. I think the gentleman has asked a fair question and I think he is definitely correct in his theory. except that you have to have the machinery to do it. This is a big job. and men and women have been here for many years who desire to become citizens of the United States. but who cannot do so because the Department of Labor. through its naturalization bureaus in the big cities of the country. has no money to obtain the clerks so that they can have the petitions filed. You cannot blame some of these people for not becoming citizens. because some of them have been waiting for months and months.
