Such weapons are made for one purpose onlyto take human life. Title III amends the law so that it will express clearly what the recent decision of the Supreme Court of the United States in the Strecker case held that it did not provide with sufficient clarity. The congressional intent to make membership in any organization advocating the overthrow of this Government by force or violence. at any time. and without regard to its duration or continuance. a ground of exclusion or of deportation. is by this title plainly set forth. Title IV provides that no immigration visa shall issue in any foreign country. to any applicant. without fingerprinting the applicant in triplicate and furnishing one copy to our consular agent there. one to the immigration authorities at the port of entry into this country. and one copy to our Federal Bureau of Investigation.
