Mr. President. I may state by way of explanation that the amendment which I have offered merely prohibits noncitizensthat is to say. aliens in this countryfrom participating in the benefits of the proposed act. I think the time has arrived when we should pay more attention to our own people and quit worrying about the citizens of other countries of the world. I do not see why American taxpayers should support citizens of other countries. I am merely asking that noncitizens of the United States not be supported by citizens of the United States. I ask for the yeas and nays.
