It happens that Ballhaus is from Wyoming. but I am not personally acquainted with him. He was recommended to me for this relief by the adjutant general of the American Legion of Wyoming. To my mind. that recommendation in and of itself is a certificate of character in a case of this kind. Let me relate the history of this young man. In 1914 he was a citizen of Germany between 18 and 19 years of age. A few days before war was declared between Germany and France he emigrated to America. He was on the high seas when war was declared. It appears that his situation in Germany was not a happy one.
