Speech #760071713

If the officials had gone into the homes that have become so dilapidated and neglected and warned their occupants that they were creating a public nuisance. and had insisted upon the proper observance of laws on sanitation during the years that have passed. a period when a large number of recent immigrants came into this country. we would not now. in my opinion. be confronted with this problem in the proportions which It has assumed today.
