For more than a century we inspected immigrants after they reached our shores. Twenty years ago we found. however. that that was not effective. and we had our various consular officers abroad begin to look into the character of prospective immigrants through the visa system before they started for this country. which seems to me to be logical. I desire to state that the Senator is doing a good work. We have a duty in Congress which we may not remit to others. The closest scrutiny should be applied not only to bulbs entering the United States bringing harmful insects. but there should also be a close scrutiny of animals brought into the United States.
