There should be in this country no distinction between criminals and the penalties which they suffer. Do not try to make me believe that the man who buys a forged passport to enter the United States does not know what he is doing. Restriction upon immigration into the United States is not a new story to the foreigner. and. believe me. the foreigner is not so dumb that he does not know what he is doing when he pays a heavy sum for a forged passport to enter the United States. I say to the opponents of this bill that they should not expect this House of Representatives to be so credulous as to suppose that the man who swears falselycommits perjury. to put it plainly--or bribes an officer of the United States to let him in. in violation of the law. does not know what he is doing.
