Mr. Chairman. there are five categories or groups of aliens who may be imprisoned under this bill in the event their deportation cannot be effected. The first of these categories is composed of those aliens who are members of anarchistic or similar classes. In my judgment that classification is practically obsolete in this country. I do not know whether there are any anarchists left. I have not read of any anarchists in a long time. but I looked up the definition of anarchy and it is as follows: Anarchy. a state of society where there is no law or supreme power.
