Neither should they be held in "detention" unless serving sentences for crime. To protect the public they should be paroled under strict rules. If they fail to obey the laws. then they should be tried and convicted and sent to prison in the legal way. the American way. the democratic way. To follow any other course is to start something we may hot be able to stop. If one undesirable classand these deportable aliens are undesirableis to be detained because Congress so orders. what guaranty have we that some other class may later. as hysteria increases. be "detained" by act of Congress? To preserve liberty under law we must undeviatingly refuse to make a single exception. even in the case of the most undesirable alien. That is the American way.
