I move that the House resolve itself into the Committee of the Whole House on the state of the Union for the consideration of the bill to invest the circuit courts of appeals of the United States with original and exclusive jurisdiction to review the order of detention of any alien ordered deported from the United States whose deportation or departure from the United States otherwise is not effectuated within 90 days after the date the warrant of deportation shall have become final. to authorize such detention orders in certain cases. to provide places for such detention. and for other purposes.
