As I see it. the purpose of this bill is this: We find many aliens in this country who have been found guilty by our courts and turned loose to continue the practices which caused their imprisonment. We find that aliens who have been found guilty of selling narcotics or of making money through prostitution. or who have been found guilty of crimes involving moral turpitude. have been turned loose on the country. The present laws require that they be deported. but because foreign countries will not accept them. they remain in this country and continue to prey on American citizens. In my opinion. there are two limitations to this bill. First. I believe that practically everyone realizes that the Department of Labor has been totally unfit and inefficient in regard to the deportation of criminal aliens.
