Brewer (Michigan) submitted a resolution: That there be created and added to the other standing committees of the House a committee to be known and designated as "the Committee on Immigration." (House Journal. 51st Cong.. 1st sess.. p. 17.) The committee was to be composed of 11 members. and the proposed resolution was referred to the Committee on Rules. Representative William McKinley. Jr. (Ohio). on December 20 submitted a report from this committee which provided among other things for the appointment by the Speaker of: A select Committee on Immigration and Naturalization. to consist of seven members. to which shall be referred all proper legislation relating to Immigration and naturalization.
