It is still in our power to direct the process of emancipation and deportation peaceably and in such slow degree as that the evil will wear off insensibly. and their place be. par passu. filled up by free white laborers. The scheme underlying the repatriation bill is that the transfer of the American Negro to his fatherland shall be a gradual process. so as not to disturb economic conditions in this country. and so that it can be done peaceably. There is not one line or word of compulsion in the scheme.
