Mr. President. if the Senator will permit me. I am much interested in his discussion. but I want to say that under the policy we pursue these people are just out of luck. They are just Americans. and so they are out of luck. If they were Armenians. as the Senator well said awhile ago. or refugees. or Belgians. or other foreigners or aliens. of course. we would not debate about the matter. We would give them the money right away. That is the policy Congress has pursued in the past. But there seems to be a great deal of debate here over an appropriation which the President of this great country says is needed for Americans.
