It seems to me that we can learn much by a brief review of the relations between this country and Japan over the past several years. For some 15 years prior to the Washington conference of 192122 the relations between this country and Japan were undergoing. from time to time. periodic strains. There was a good deal of antiJapanese agitation in California. The immigration question irritated Japan. Commercial rivalry between America and Japan in Manchuria was another source of irritation to both nations. Japanese threats against the opendoor policy in China provided a vast amount of material for friction. which occasionally broke out into serious controversies.
