It is proposed to strike out all after the enacting clause and in lieu thereof to insert the following: That from and after July 1. 1938. field employees other than immigrant inspectors of the United States Immigration and Naturalization Service who have served or may hereafter serve 2 or more years. and have attained or may hereafter attain satisfactory efficiency ratings. shall be paid at no less than the average rates of compensation specified for the grades to which their positions have been or may hereafter be allocated pursuant to the provisions of the Classification Act of 1923. as amended (U. S. C.. title 5. sec. 673): Provided.
