An Executive order was issued back in 1931 by President Hoover directing the consuls on the question of aliens becoming public charges. Between 1924 and 1931 there was no such rule and no such law. May I also call the gentlemans attention to the fact that between 1928 and 1933 the naturalization fee was $40. and millions of aliens could not become citizens of the United States until I had that fee reduced to $10. A further reduction is needed to give a lot of fine people who are legally in this country an opportunity to become citizens of the United States.
