Mr. President. the bill provides that at any time within 1 year after enactment of the act George Henry Levins. who made a declaration of intention in December 1917. but who failed to complete naturalization because of erroneous advice given to him by an official of the United States. may be naturalized by taking the oath of allegiance as prescribed in the naturalization laws. The records show that Mr. Levins has made two declarations of intention both in the United States district court at Boston. The first was made on April 10. 1917. and the second on October 2. 1937.
