Norman Davis. met in secret meeting in New York City with some of the General Staff and some of the heads of the departments of this Government to arrange and procure the control of the radio. the newspapers. and other instrumentalities in the event of another war. and expressed their bitterness that Mr. Boake Carter dared to exercise his constitutional right as an American citizen to criticize our foreign policy. They are even going so far as to question the legality of the visa by which he entered the United States. Mr. Carter has been in this country 16 years.
