I have every inclination to follow the able Senator from Colorado. because I have learned to pay respectful attention to all he says and does. but I cannot understand why the following language is stricken out: Provided. however. That no part of this appropriation shall be paid to any alien unless such allen has heretofore in good faith declared in the manner prescribed by law an intention to become a citizen or unless such alien has resided continuously and lived honorably in the United States since January 1. 1928. and is ineligible under the laws of the United States to become a citizen. If that amendment shall be agreed to. a man who has lived dishonorably in the United States. violating her laws. who has not applied for citizenship. and who ought to be deported. will be fed at Government expense. Mr. President. the issue must be met sooner or later.
