It involves decent people who are here technically unlawfully. In the German case the Labor Department suggested that the man go to Canada. that they would tell the American consul in Montreal that he is a decent man. that he is a responsible businessman. and had conducted himself properly in America. They also said that they would give him a letter and that the American consul would give him a visa and that that visa would be charged to Germany. that it would not increase the quota at all. as none of these matters do increase the quota of any country. They suggested that he go there and spend a few days and then come back. Now. will you tell me what is wrong with that?
