I took the matter up with Mr. Houghteling. the new Commissioner of Immigration and Naturalization. and I found that this young man entered this country as a deserting seaman and. therefore. he entered the country unlawfully. Before he can become a citizen it will be necessary for him to leave the country and reenter lawfully. I wrote him I regretted the situation and advised him to obey both the spirit and the letter of the law. go out of this country and come in lawfully and become a citizen.
