The burden of proof therefore is upon the Committee on Appropriations. or the subcommittee thereof. to show that such law exists and the provision is a limitation upon the same. Every word of it must be a limitation upon existing law. and. if it is not. then. although the major part of it might be a proper limitation. that part which does not relate to existing law is legislation on an appropriation bill.
