In conclusion I want to emphasize and leave for your consideration the following facts: No persuasive reason for such a provision can be found in the committee report. It increases the cost of enforcing the immigration laws. It removes from the Department of Labor a means of alleviating the cruelty of separation of an alien from his American family where the alien is unlawfully in the United States. It does not make for better enforcement of the immigration laws. It is an attempt in an appropriation bill to enact general legislation on a matter of immigration. This provision should be struck from the bill.
