Japan of necessity had to become an industrial nation. Many years ago Japanese were permitted to settle in almost any country of the world. As a matter of fact. there was a time when we permitted Asiatics to come to this country without any limitation. and according to my recollection. the Asiatic Exclusion Act was. passed about 1882. The various countries of the world began to formulate and to pass immigration restriction laws. Then we find that within a few years the Asiatics were barred from this country. Our Government would not permit the Japanese any longer to come into our borders. and the other nations of the world would not permit the Japanese to enter their gates. As a result. the fast increasing population in Japan had to remain upon Japanese soil. and. in view of that fact.
