Mr. Speaker. my purpose in rising at this time is to explain the bill that the Committee on Immigration and Naturalization has brought before you for consideration. I am doing this at the request of the chairman of the Committee on Immigration and Naturalization. This bill has been passed by the Senate and has been reported by our committee by the unanimous vote of all those present when the vote was taken. It has to do with the citizenship of a certain class of persons born in the Canal Zone and in the Republic of Panama. I may say that in 1855 a law was enacted which provided that the children of American parents or of an American father born on foreign soil were considered citizens of the United States.
