I think they probably could make more use of it inasmuch as they can read it better. At the same time I do not want to go on record as belittling the idea of furnishing an immigrant with whatever will tend to make him a good citizen. I know that the House is clearly showing that it does not favor taking time for such a trivial bill at this time. but if we can cut out of this plan all personal advertisement and all unnecessary expense. it might not be a bad idea. But we can well get along without the passage of this bill.
