The slogan was that the Germans had made "a scrap of paper" of the treaty. Mr. President. if it be true that the British propose a partitioning of Palestine and a further restriction of Jewish immigration into that country. and if that should be done without consultation with the United States. it would be making a "scrap of paper" of a treaty which Great Britain has with us. I fear it may have been forgotten by Members of the Senate that in 1924. on the 3d of December. a convention was entered into between the United States and Great Britain covering the matters which I am presenting to -the -Senate this morning. I shall recall briefly what led up to the treaty which Great Britain has with the United States.
