Perkins can grant amnesty only to one class of people. For instance. to those who have lived in this country 5 years and have a wife or husband or child. a citizen of the United States. and who has not committed any of these heinous offenses enumerated in the paragraph of exceptions. In section 1 of this bill you voted four new classes to be deportable. and you said they are mandatorily deportable. but if you pass this bill as it is. three of those classes will be subject to amnesty by Mine. Perkins. You are undoing what you did a while ago. and you are opening up the doors. Are we going to allow Mine. Perkins to control four or five thousand of these people when we can lay down a formula in plain English that is consonant with the spirit of AmerIcanism. consonant with the spirit of the people who sent you here who believe in restrictive immigration?
