I shall repeat something that I said in the earlier part of the debate because I see there are a great many Members here who were not present at that time. In the language on page 3 of this bill there are a great many cases Involved in which the Members of this House have an Interest that are not covered. but are specifically excluded from the provisions of this measure. Under the regulations and the law enforcement as conducted by the Department of Labor anyone who fraudulently signed an affidavit in connection with a visa or passport is guilty of the crime of perjury and of a crime involving moral turpitude. They are placed in the same class as gunmen. racketeers. dope peddlers. and the like. In the omnibus bill which was before the House 2. weeks ago. and which contained very meritorious cases. the people whom we sought to aid and give relief to by that bill would not be covered by the provisions of this measure.
