I intimated in my remarks that I did not consider the bill perfect. Why not today set up a perfect bill. because this is perhaps the last chance we will have to pass a deportation bill at this session of Congress? That is the only reason I took the floor today. to appeal to all Members. Republicans and Democrats alike. to put aside their partisanship and to legislate and to use their own judgment to perfect this bill. no matter where the amendments come from. whether they come from Democrats or Republicans. If we do this then we shall be exercising our legislative functions and carrying out the wishes of the American people.
