Mr. Speaker. we have heard a great deal of argument pro and con relative to the merits of a great many of the bills in this omnibus bill. I dare say that practically all of them were reported out of the Committee on Immigration and Naturalization unanimously. after long and extensive hearings. Individual people appeared before our committee. There is no question in the minds of all of the members of the committee but what there has been fraud perpetrated in a great many of the cases. A great many of the people. I say here and now. are innocent of that fraud.
