I make that reservation in order to ask the gentleman from New York whether 1 hour will be allotted to the Members on the floor who have objected to these individual bills? At the time I suggested to the chairman of the Committee on Immigration we should have 1 hour of general debate upon this subject on the immigration bill. I did it with the idea that one half of the time would be controlled by the gentleman from New York. chairman of the committee. and the other half would be controlled by myself as one of the objectors. in order that the Members on the floor who objected to these individual bills might have an opportunity to express their opinions regarding the objections. I would like to know from the gentleman from New York whether onehalf of the time would be allotted to those in opposition to the bills who objected to the individual bills?
