There are certain groups of people that cannot come to this country at all. They are racially ineligible. In 1930. as I understand. the law was changed to permit the Chinese wives of American citizens to come in. Now you come along and again add to that provision and you strike out the provision about the Chinese wife and insert "or is the alien wife of an American citizen who was married prior to the approval of the Immigration Act of 1924." This means that any American citizen. regardless of how ineligible his wife may be. can bring her into this country if they were married before 1924.
