Mr. Speaker. there Is nothing fundamentally new about this legislation. It is merely extending to interstate commerce the provisions which we now have in our law against importing contract labor. That is all there is to it. If a man should attempt to import strikebreakers under contract from Canada. he would be stopped at once. but the States are defenseless in a case of that kind. when another State is involved. This is simply extending to the States the power to protect themselves from contract labor importations coming in interstate commerce under the most obnoxious conditions. when there are labor disputes. when these people are being imported expressly to break up strikes. The gentleman from Pennsylvania wearing a Kansas sunflower I presume is speaking for the Presidential candidate on the Republican ticket.
